The core meaning
新しい公園をめぐって意見が分かれた means opinions split over the proposed park. The issue is a focal point around which different positions form. This expression often appears in news and formal discussion about policy, money, land or decisions. It may describe a dispute, but it can also describe ongoing talks without implying hostility.

| Japanese | Romaji | Meaning |
|---|---|---|
| 新しい公園をめぐって、意見が分かれました。 | Atarashii kōen o megutte, iken ga wakaremashita. | Opinions split over the new park. |
| 契約をめぐって、両社が話し合っています。 | Keiyaku o megutte, ryōsha ga hanashiatte imasu. | The two companies are discussing the contract. |
How to form it
Place a noun naming the issue before をめぐって: 予算をめぐって, 契約をめぐって. The written form をめぐり is common. Before a noun, use をめぐる: 予算をめぐる議論. The noun after をめぐる often denotes discussion, conflict, movement or other activity surrounding that issue.
| Use | Japanese form | Meaning |
|---|---|---|
| Discussion | 予算をめぐって話す | Discuss the budget issue |
| Written | 予算をめぐり | Concerning the budget |
| Before noun | 予算をめぐる議論 | Debate over the budget |
Natural examples
Read each sentence for the relationship between the first idea and the second. The English translation gives a natural meaning, while the Japanese wording shows exactly where the pattern attaches.
| Japanese | Romaji | Meaning |
|---|---|---|
| 予算をめぐる議論が続いています。 | Yosan o meguru giron ga tsuzuite imasu. | Debate over the budget continues. |
| 道路の建設をめぐって、住民が集まりました。 | Dōro no kensetsu o megutte, jūmin ga atsumarimashita. | Residents gathered over the road construction proposal. |
Compare the nearby pattern
予算について説明した means someone explained the budget. 予算をめぐって話し合った places the budget at the center of a discussion, possibly with differing preferences. The two are not interchangeable in every sentence because について only marks a topic, while をめぐって evokes surrounding activity.
| Japanese | Romaji | Meaning |
|---|---|---|
| 予算について説明しました。 | Yosan ni tsuite setsumei shimashita. | I explained the budget. |
| 予算をめぐって話し合いました。 | Yosan o megutte hanashiaimashita. | We discussed the issues surrounding the budget. |
The two examples may describe similar situations, but they lead the listener to different conclusions. Choose the form that matches the claim you really intend to make.
Common mistake to avoid
Do not use をめぐって for a routine fact about one topic, such as 名前をめぐって書いた when you mean simply 'I wrote about the name'. Use について unless there is discussion, disagreement or other activity centered on it.
- The noun is an issue at the center
- Noun + をめぐって
- をめぐる modifies a following noun
- について merely names a topic
Try it yourself
Choose a school or neighborhood proposal. Name at least two parties with different concerns, then write a sentence using をめぐって. Write a neutral one-person explanation with について to test the contrast.
Say your sentence once slowly while looking at the Japanese pattern. Then say it again without reading. If your second clause changes from a possibility to a fact, or from advice to a requirement, revise it so the grammar still matches your meaning.
